Reassessment Fiscal and Impact Analysis
While working at the City of Chattanooga, I conducted a citywide property tax impact analysis following a reassessment with a historic 57% increase in property values. I used the Assessor's parcel data to break down the impact by property type, owner type (including landlord size and location), council district, and property value. This work informed the Mayor's budget strategy, enabling data-driven decision-making on where to set the new millage rate to raise the revenue the City needed while considering the burden taxes may place on low-income residents.
After presenting the work to the Mayor's team, I was asked to hold a two-hour budget work session with the City Council, presenting tradeoffs between resident tax burdens and city revenue.
