Chattanooga Affordable Housing PILOT
While working at the City of Chattanooga, I redesigned the affordable housing PILOT program to transform it from a gap-filler for federally-funded projects into a standalone tool to incentivize mixed-income housing development. This is the first program in the nation to directly tie a tax incentive to the cost of providing affordable units. Using the PILOT Calculator that I designed in Excel, developers can mix and match units of different sizes and affordability levels to stack up tax abatement. The per-unit abatement is based on the delta between market rents and affordable rents, with a modest incentive.
