Invest Chattanooga
While working at the City of Chattanooga, I conceived, structured, and launched a $20 million public enterprise that uses flexible, low-cost capital and strategic public-private partnerships to produce financially sustainable, mixed-income housing with permanent affordability that the market alone cannot deliver. I built energy and support for the approach with City Hall leaders, local philanthropic partners, the Housing Authority, and City Council. Invest Chattanooga is an efficient, local solution that creates permanently affordable housing without relying on federal subsidies. I designed the institutional architecture and governance, partnering with the Chattanooga Housing Authority to establish the organization as a wholly-owned subsidiary. Once the organization was launched, I recruited our CEO and work with him to develop the organization's strategic plan.
Chattanooga is the third city in the country to establish a public enterprise with a revolving loan fund for mixed-income development.
